80 Hour Hazardous Materials Technician

This 80-hour course is designed to provide the responder with the understanding and skills necessary to respond to most hazardous materials emergencies in an offensive or defensive manner.

The course is designed to be a 60/40 mix of hands on and classroom.

The course has additional hands on exercises to increase responder’s confidence in working in personal protective equipment in a safe manner.

Completion of this course is dependent on both field skills and written examination.

This class meets 29 CFR 1910.120(q) and NFPA 472 2002 for the Hazardous Materials Technician Level.

Certification from the National Fire Pro Board or International Fire Service Accreditation Congress (IFSAC) can be obtained for this Class.

The goal of this course is to provide the hazardous materials technician with the knowledge and skills to perform the following tasks safely. Therefore, in addition to being competent at both the first responder awareness and operational levels, the hazardous materials technician shall be able to:

Analyze a hazardous materials incident to determine the magnitude of the problem in terms of outcomes by completing the following tasks:

bulletSurvey the hazardous materials incident to identify special containers involved, to identify or classify unknown materials, and to verify the presence and concentrations of hazardous materials through the use of monitoring equipment
bulletCollect and interpret hazard and response information from printed resources, technical resources, computer data bases, and monitoring equipment
bulletDetermine the extent of damage to containers
bulletPredict the likely behavior of released materials and their containers when multiple materials are involved
bulletEstimate the size of an endangered area using computer modeling, monitoring equipment, or specialists in this field

Plan a response within the capabilities of available personnel, personal protective equipment, and control equipment by completing the following tasks:

bulletIdentify the response objectives for hazardous materials incidents
bulletIdentify the potential action options available by response objective
bulletSelect the personal protective equipment required for a given action option
bulletSelect the appropriate decontamination procedures
bulletDevelop a plan of action, including safety considerations, consistent with the local emergency response plan and the organization’s standard operating procedures, and within the capability of the available personnel, personal protective equipment, and control equipment

Implement the planned response to favorably change the outcomes consistent with the organization’s standard operating procedures and safety considerations by completing the following tasks:

bulletPerform the duties of an assigned hazardous materials branch position within the local incident management system (IMS)
bulletDon, work in, and doff appropriate personal protective clothing, including, but not limited to, both liquid splash and vapor-protective clothing with appropriate respiratory protection
bulletPerform the control functions identified in the plan of action

Evaluate the progress of the planned response by evaluating the effectiveness of the control functions

Terminate the incident by completing the following tasks:

bulletAssist in the incident debriefing
bulletAssist in the incident critique
bulletProvide reports and documentation of the incident

Understand what Weapons of Mass Destruction are and how to recognize them. Describe monitoring, decontamination and personal protective equipment that is effective against these agents.
